what are meant by public and private university?

A public university is an institute that governance by government. For better understanding, all the public facilities are things that belong to the government. This type of university usually funded through national government. All the public universities in Malaysia had been subsidized by the authorised person. Hence, the fees to enter a public universities are not very high. However, the rate of subsidy among the universities are not the same. Besides that, public universities are governed as self-managed institution, where University of Malaya and the MARA University of Technology were established by two separate enabling Act of Parliament while the executive order as per the provision of the Universities and University Colleges Act 1971 formed the other public universities in Malaysia.

Next, in our country there were also private universities that not conducted by the government. In other words, the students that further their study do not have the subsidies especially in tax breaks and students loan and grants. However, under the government regulation, there may be also private universities that been subjected to the regulation. Usually, students that enter private universities come from wealthy family where the fees to enter the universities are high.
